Planning Board Hearing on the FY2018 Capital Budget and Capital Improvement Program

County Executive Allan Kittleman has asked that all interested organizations and citizens be provided a listing of new and substantially modified capital projects to be presented at the Planning Board hearing on the FY2018 Capital Budget and Capital Improvement Program. This list should be shared with anyone interested in testifying at the Planning Board hearing. NOTICE OF PUBLIC HEARING

The Howard County Planning Board will hold a public hearing on new and substantially modified capital projects that have been requested by county agencies to be included in the County Executive’s proposed FY2018 Capital Budget and the FY2019-FY2028 Ten-Year Capital Improvement Master Plan. The hearing is scheduled for February 16, 2017, at 7:15 PM in the Banneker Room of the George Howard Building, located at 3430 Courthouse Drive, Ellicott City, MD 21043. A brief description of the proposed new and substantially modified capital projects follows:

NEW CAPITAL PROJECTS

GENERAL COUNTY

C0290 COURTHOUSE RENOVATION/REPLACEMENT

A project to expand and renovate the existing Ellicott City courthouse, including constructing a new judicial function building/parking garage, an addition to the courthouse, and renovating/upgrading interior spaces of the existing courthouse. The current Dorsey building site off Route 108 will be used for the new courthouse complex.

C0353-FY2019 TRANSIT CENTER

A project for site selection, design, and construction of a transit center, which will serve as a hub for local and regional transit; including Regional Transit Agency (RTA) and Maryland Transit Administration (MTA) bus services. The transit center will also accommodate bike share, a future downtown circulator, and bus rapid transit. It is envisioned as part of mixed- use development that includes affordable housing.

C0354-FY2018 BUILDING ACCESS CONTROL AND SECURITY ENHANCEMENTS

A project to design and implement new electronic security systems and to improve existing ones at a number of county facilities.  Minor building design changes and construction required to accommodate these systems is included.

C0355-FY2018 NEW SCHOOL MAINTENANCE SITE ACQUISITON AND RENOVATION

A project to provide space for the HCPSS Maintenance Shop that entails site design and construction to add parking, as well as the design and renovation of the building interior to make it suitable for a variety of maintenance operations.

DRAINAGE

D1175-FY2018 VALLEY MEDE/CHATHAM FLOOD MITIGATION

A project to study, design, and construct flood mitigation and stormwater/waterway improvements in the Valley Mede and Chatham subwatersheds.  Projects may include drainage improvements, stormwater retrofits, flood control, stream improvements, and the design of additional drainage facilities.

SCHOOL SYSTEM

E1043-FY2018 TALBOTT SPRINGS ELEM SCHOOL RENOVATION

A project to expand educational program spaces and to renovate Talbott Springs Elementary School. The scope of work includes programmatic, systemic, and physical upgrades, as required, to bring the facility into compliance with the HCPSS Guideline Manual for Renovations and Modernizations of Existing Schools. The programmatic changes include providing individual classrooms and corridors, creating a COMAR compliant health suite, and providing adjunct space to relocate existing portable classrooms to inside the building. The systemic upgrades comprise a complete renovation of the existing building; including new electrical, mechanical, plumbing, technology, roofing, and life safety systems, with an emphasis on energy efficiency. The physical upgrades include refinishing the gymnasium floor, new doors and hardware, additional exterior windows, as well as new casings and finishes. Talbott Springs Elementary School will add another USGBC LEED Certified school facility for Howard County. Staff is currently conducting a feasibility study for state approval to possibly construct a replacement school. The complete scope of this project will be defined by the BOE approved construction documents (CD) brochure (see Policy 6020 in the Supporting Data Section for a complete description of the process) and any change orders approved subsequent to submittal of the CD brochure.

FIRE

F5976-FY2019 NORTH COLUMBIA FIRE STATION

A project to construct a new 10,000 square foot fire station. It will establish emergency services in a strategic position in north Columbia, which will serve to relieve the burdens associated with increased population density and call demands in the area.

ROAD

J4250-FY2019 HOWARD ROAD IMPROVEMENTS

A project to improve the safety of Howard Road, a scenic road, north of Big Branch Drive.

J4251-FY2018 LIME KILN ROAD IMPROVEMENTS

A project to improve the roadway and drainage along Lime Kiln Road, a minor collector, between MD 216 and Reservoir Road.

J4252-FY2018 SYSTEMIC INFRASTRUCTURE IMPROVEMENTS TO DNTN ELLICOTT CITY

A project to improve or upgrade road and drainage infrastructure as a result of the 2016 Ellicott City flood. Work will include, but is not limited to: paving, curb and gutter, storm drainage conveyance systems, sidewalks, streetscape, crosswalks, ADA ramps, street lighting, and traffic signal adjustments in the historic Ellicott City area.

LIBRARY

L0020-FY2021 NEW HCLS CENTRAL BRANCH & RELOCATION

A project to relocate HCLS Central Branch due to plans for downtown Columbia redevelopment.

PARKS

N3978-FY2018 PARKLAND ACQUISTION PROGRAM

A project to establish a fund for county-wide park land acquisition and related expenses. This project allows the county to move quickly to acquire land that becomes available and satisfies one or more of the following objectives: addresses state and county Greenway objectives, protects sensitive natural resources threatened by development, acquires additional land adjacent to existing parks, and/or satisfies park and open space needs, as identified in the department’s most recent Land Preservation, Parks and Recreation Plan (LPPRP).

SEWER

S6298-FY2018 DORSEY RUN ROAD SEWER EXTENSION

A project to design and construct 475 linear feet of 8-inch sewer main along Dorsey Run Road to serve one property with a failing septic system.

WATER

W8332-FY2018 HERITAGE HEIGHTS WATER AND SEWER EXTENSIONS

A project to design and construct 700 linear feet of 8-inch water main within Thompson Drive, 700 linear feet of 8-inch sewer main within Thompson Drive, and 700 linear feet of 8-inch sewer main within Tulane Road in the Heritage Heights community.
