I also support a proposal to a to allow the community-sized HOAs to opt-in to separate legislative regulations to the Homeowners Act. This would apply to not only Columbia Association and the ten Columbia villages, but also other community-sized HOAs in Maryland including Leisure World, Montgomery Village and Ocean Pines. The legislation must have the protections of the Homeowners Act while also recognizing that an HOA with 5000 residents and a 1000 units is different than one with 20 lots and 100 residents.
