2021 Harper’s Choice Village Board Election Outcome

Current two-year terms of office for three Harper’s Choice Village Board seats expire on April 30, 2021.  Three Board of Director nomination petitions were received from Debra Erica Warner, Arthur Brody, and Joel Hurewitz.  Per the Harper’s Choice Community Association (HCCA) bylaws, if the number of nominations is less than or equal to the number of vacant director positions, the qualified nominees shall be deemed to be elected by the members and the Board of Directors will appoint the nominees to the director positions.  The terms of office for the three nominees will be May 1, 2021 through April 30, 2023.

Due to the lack of need for an election and no business to transact, the Board of Directors voted to not hold an annual meeting.  The organizational meeting, as provided for in the Association bylaws, shall be on the first Tuesday of May, 2021, at 7:00 pm.  If you would like to join the meeting, follow the instructions below:

BOARD OF DIRECTOR CANDIDATES’ STATEMENTS

ARTHUR BRODY

As an early resident of Harper’s Choice and parent of a graduate of Harper’s Choice schools, I have great appreciation for the values upon which Columbia was founded and am eager to help make Harper’s Choice the vibrant, diverse, and caring community that makes it special. I have served on Columbia homeowners’ boards, association boards, and professional leadership teams, and am confident that I can make significant contributions in key areas as: 

  • Enhancing the social connections among residents that may have been lost during the COVID-19 pandemic.
  • Ensuring that the re-construction of the village center meets the unique needs of Harper’s Choice residents.
  • Solidifying CA’s commitment to maintaining our recreational amenities including the pools, Athletic Club, tot lots, Sports Park, and pathways.

I am prepared to listen to resident needs and eager to be an advocate for changes to benefit the village of Harper’s Choice. I ask for your support.

DEBRA ERICA WARNER

I love my Harper’s Choice community and want to give back to its continued growth and quality of life it offers residents. I have lived here since 2004 and have raised a child that attended K-12 schools and who has benefitted from its wholesome lifestyle. I worked as an Economist, as a budget analyst in the Federal and MD State governments; in program management and policy development. I want to work for you, to develop a relationship that will deliver on your expectations of continued great amenities, open spaces; safety; good stewardship of financial resources; maintaining a clean environment; keeping home standards; embracing cultural variety and developing more fun community and kid activities. With the stress of COVID-19; the economy; schools closing; mental health; we all look forward to better times and I commit to strengthening and ensuring you can enjoy the community you chose to live, work and embrace.

JOEL HUREWITZ

In my first term, I worked with Councilmember Deb Jung and the Heritage Green Townhouse Association to find a better location for the North Columbia Fire Station. With Councilmember Jung, I also addressed speeding concerns on Eliots Oak Road.

I advocated for Harper’s Choice with CA and the County on issues including neighborhood centers, tot lots, pool openings, CA budgets, stream restoration, bike lane and e-scooter legislation, and safer pedestrian crossings on Harpers Farm and Eliots Oak Roads.

I also worked to improve HCCA procedures on meetings, minutes, and elections; in 2020, we held a virtual annual meeting successfully designed to allow the HCCA to comply with Maryland law when we failed to achieve a quorum. In a second term, I hope to update the Bylaws and the Village Center Community Plan. I have lived in Columbia since 2002 and Harper’s Choice since 2008.       The seat was not up for election.
